The ACCF warned leaders of the U.S. Senate Committee on Banking, Housing, and Urban Affairs of the unintended consequences that could occur in regulating all OTC derivatives markets including erroneous labeling of energy end-users as swap dealers, increased transaction costs passed on to end-users, and upsetting the stability and affordability of electric rates paid by customers.
